Waste Package: Report on interinstitutional negotiations at EP ENVI Committee meeting

Here is an overview report on interinstitutional negotiations on the Circular Economy Waste Legislative Package provided in the morning at the European Parliament Environment Committee meeting this week:

The 6th Trilogue meeting was held on 17th December 2017 where the institutions agreed on a provisional agreement on all four legislative proposals of the Circular Economy waste package including the targets and the derogations.

In particular, an agreement was found on:

    • Binding targets at EU level for reuse and recycling of municipal waste and packaging waste.
    • Reduction of waste going to landfill based on more clearer definitions and specific calculation methods.
    • Food waste has been included in the Waste Framework Directive with indicative targets.
    • Co-legislators agreed on a set of reviews and clauses on targets in 2024.
    • Specific requirements on the extended producer responsibility, one of the cornerstone of the circular economy principle, have also been agreed.
